The Strait of Malacca is a shipping lane sandwiched between the Malaysian Peninsula and Sumatra Island in Indonesia. It is about 805 km or 500 miles long with a width of 65 km or 40 miles on the south side and the further north it gets, the wider it is around 250 km or 155 miles. 2003, the Strait of Malacca was navigable every day with transport goods totaling more than ten million barrels which were passed by 19,154 tankers to the east (Persian Gulf countries-East Asia). With the very dense activity in the Strait of Malacca, this area became very crucial because it is a narrow route that supports too many world trade quotas, which has the potential to create threats of transnational crime.
On November 15 2000, adopted by a UN general assembly resolution, the main international instrument was formed in combating transnational organized crime known as The United Nations Convention Against Transnational Organized Crime or UNTOC which regulates the establishment of national legal standards, emphasis on differences in legal systems and cooperation that can be fostered between participating countries regarding the eradication of organized cross-border crime.
The Indonesian Navy is one of the institutions that is authorized and/or can be given the authority to deal with transnational crime. The Dumai Navy Base has a big responsibility for the Dumai sea border and the Malacca Strait to maintain security stability in the area considering that the Dumai Navy Base is the only Navy base in the Riau province. Based on the Navy Trinity adopted from Ken Booth, namely military, diplomacy and policy. One of the duties of the Indonesian Navy is to carry out limited law enforcement at sea. Crimes that can be handled by the Indonesian Navy include shipping, fishing and exploitation of natural resources.
