Implementasi Pemberian Pendidikan Hukum Dalam Upaya Pencegahan Agar Anak Tidak Menjadi Korban Tindak Pidana Perdagangan Orang Di Kota Pekanbaru
ABSTRACT
Children are the successors of the nation, and they need protection from the state. Currently, children are often exploited and trafficked, especially in the city of Pekanbaru. One of the efforts to eradicate or prevent children from being exploited and trafficked in the future is to provide legal education to children. This has been stipulated in Law No. 21 of 2007 concerning the Crime of Human Trafficking and Presidential Regulation of the Republic of Indonesia No. 49 of 2023 concerning the Second Amendment to Presidential Regulation No. 69 of 2008 concerning the Task Force for the Prevention and Handling of Human Trafficking Crimes. However, the problem is that the provision of legal education in the city of Pekanbaru has not been maximally implemented, as evidenced by the increasing number of reported child trafficking cases each year in the city of Pekanbaru. Therefore, the objectives of this thesis research are, first, to examine the implementation of legal education provided by the Women's Empowerment and Child Protection Office of Pekanbaru and the Pekanbaru City Police. Second, to identify the obstacles in providing legal education. Third, to explore the efforts made to overcome the obstacles or challenges in providing legal education.
The type of research is sociological legal research or empirical legal research. The research locations are the Women's Empowerment and Child Protection Office of Pekanbaru City and the Pekanbaru City Police Resort, while the population and sample consist of all parties related to the issues being studied. This research uses primary and secondary data sources, and data collection techniques were carried out through interviews and questionnaires.
Based on the research results, the Women's Empowerment and Child Protection Office of Pekanbaru conducts legal education on Human Trafficking Crimes in Pekanbaru City once a year, whereas the Pekanbaru City Police Resort does not conduct legal education on Human Trafficking Crimes. According to the questionnaire results conducted in the Tuah Madani and Binawidya sub-districts, out of 100 samples taken, 32 people from the community received legal education, while 68 people from the community did not receive legal education on Human Trafficking Crimes. This is due to the minimal budget allocation for the human trafficking legal education program, suboptimal inter-agency coordination, and the lack of community awareness and concern about human trafficking, which means that the implementation of legal education has not fully reduced the number of children who become victims of human trafficking crimes in Pekanbaru City.
