In the fish farming business, not all farmers have sufficient capital and experience economic difficulties, therefore, one of the adaptation strategies in overcoming the economic difficulties faced by fishermen is to establish a cooperative relationship, the relationship in question is the relationship between capital owners and farmers, the relationship between capital owners and farmers is between two people who mostly involve instrumental cooperation. The method used is a qualitative method with a descriptive research type. The number of informants who were used as the object of this study was 12 people, namely 5 farmers, 4 capital owners, 1 person representing community leaders, 2 people representing local villagers. The types of data collected include primary data and secondary data. This data was obtained from direct interviews using questionnaires and literature. The results of the study are: 1) The existing conditions of tapah fish farming show significant potential. 2) The pattern of farmer relationships in Buluh Cina Village, namely the existence of economic relationship patterns, social relationship patterns, in cooperation, economic patterns play an important role in the capital that is greatly needed by farmers. 3) Supporting factors for farmers to work together with capital owners are work needs, trust factors, and service imbalance factors. The conclusion is that to reduce farmers' dependence on capital owners, alternative businesses or other side jobs are needed to increase farmers' income. Efforts to increase this awareness can be done by providing counseling, training and courses to develop a creative economy that can help farmers from economic difficulties and local governments should provide capital assistance to farming communities with low and sustainable interest.
