Impementasi Kebijakan Penerapan Protokol Kesehatan Kota Batam Dalam Menangani Penyebaran Covid-19 Tahun 2020

COVID-19 affects all aspects of human life, not only health aspects, but also economic, social,
political, educational and daily activities. This study discusses the policies that have been
pursued by the Batam city government in dealing with the Covid-19 pandemic accompanied
by the Batam Mayor's Decree Number: KPTS.247/HK/III/2020 concerning the Task Force for
the Acceleration of Handling Corona Virus Disease 2019 (COVID-19) City Level. Batam.
The purpose of this study is to understand the implementation of policies that are being pursued
by the Batam city government in handling the spread of COVID-19 until the implementation
of the New Habit Adaptation or can also be called the New Normal. Then to find out the
coordination of the COVID-19 SATGAS Team in suppressing the chain of spread of COVID-
19 that occurred especially in Batam City. The theory used in this study is the theory of Van
Meter and Van Horn which includes policy standards and objectives, available intensive
resources, inter-organizational quality relationships, characteristics of implementing agents,
economic, social and political environment and the Response of Implementors.
Based on the results of research on Batam City Policies in dealing with the spread of Covid-19
in 2020 seen from the indicators that Policy Implementation is still not optimal. Three
indicators such as resources; Economic, Social, and Political Conditions; and Implementor's
Disposition is still not effectively implemented in Batam City in dealing with the spread of
COVID-19 in 2020. The inhibiting factor that occurs in the field is the spread of hoaxes that
are very difficult to handle directly to the community and also budget constraints that make the
Batam city government think of the best way for community welfare in the future. pandemic.
