ABSTRACT
The aims of this study were (1) to determine the perception of self-help
farmers' knowledge about the ISPO concept (2) to find out how oil palm farming
was carried out by independent oil palm farmers (3) analyze the empowerment
and independence of self-help oil palm farmers in applying ISPO standards in
Rokan Regency Upstream. The method used in this research is survey method.
Sampling of oil palm farmers was carried out intentionally (purposive sampling),
namely independent smallholders who have oil palm plantations in the category of
mature age (14-20 years) and old (21-24 years) each village took 10 samples of oil
palm farmers and production below 10 tons per year per hectare. Sampling a
representative area using Multistage Area Sampling. In this study, nine villages
were taken in Rokan Hulu Regency, with the total number of respondents being
self-help oil palm farmers as many as 90 respondents. The results of this study are
(1) Farmers' perceptions of the ability of farmers to apply ISPO principles are still
in the "Less Poor" category. Results Farmers' perceptions of the ability of farmers
to apply ISPO principles are a result of the lack of oil palm farmer groups, along
with cooperatives that have not been implemented properly and optimally. (2) The
empowerment of self-help oil palm farmers in applying the ISPO principle in
Rokan Hulu Regency is still in the “less powerless” category. Farmers are less
empowered due to the lack of knowledge of farmers about the ISPO concept as
well as institutions and extension services that have less role in Rokan Hulu
Regency. (3) The independence of farmers in applying the ISPO principle is still
in the "Less Independent" category. This shows that independent oil palm farmers
still have limitations in choosing the type of seed, fulfilling production facilities,
determining prices and marketing.
