Implementation of the Pekanbaru Command Center (PCC) on the Elements
of Smart Government in Realizing a Smart City in Pekanbaru City in
2018-2019

The Pekanbaru City Government has developed a real-time service and
supervision innovation that is able to solve problems effectively and efficiently
through the Pekanbaru City Communication, Information, Statistics and
Encryption Service called the Pekanbaru Command Center (PCC). This PCC
serves to facilitate the Pekanbaru City government in making decisions in public
service matters or in short time efficiency in decision making from planning to
evaluation in order to realize a Smart City. The formulation of the research
problem is how to implement the Pekanbaru Command Center (PCC) in realizing
Smart City in Pekanbaru City in 2018-2019.
This study aims to determine, analyze, and describe the implementation of
the Pekanbaru Command Center (PCC) on the elements of Smart Government in
realizing Smart City in Pekanbaru City in 2017-2020. This research is a type of
descriptive research using a qualitative approach. The data collection technique in
this study used interview, observation and documentation techniques, the data
analysis used was qualitative analysis. The location of the research was carried
out at the Department of Communication, Informatics, Statistics and Encoding,
Pekanbaru City.
Based on the theory of the Harvard JFK School of Government which
describes the elements that can make the implementation of e-Government
successful, explains that the implementation of the Pekanbaru Command Center
(PCC) on the Smart Government element in realizing Smart City in Pekanbaru
City in 2017-2020 has not been maximized due to several points in elements of
the theory do not meet the criteria of the variables presented in each element. In
the support element, the problem is that there is no legal umbrella or special
regulation regarding the Pekanbaru Command Center (PCC) so that references or
activities cannot be accounted for. In the capacity element, the problem is that
there are not enough funds/budgets to meet the PCC's facilities and infrastructure
so that the functions carried out by the PCC cannot run optimally and effectively.
However, the value element (benefits) can be declared successful because the egovernment
innovation created by Diskominfo in collaboration with PCC
provides many conveniences and benefits for both parties, especially the
community.
