ABSTRACT
The process of implementing the One File Minimum Four Products (Saber Mempro) innovation programs in Pelalawan Regency is a new movement, namely innovation in providing good, fast and targeted services to the community without exception in the field of population administration in the Pelalawan Regency area with the aim of realizing orderly administration. in the field of population, providing the rights of the community both the facto and the jure in order to provide the best service for the community in order to create comfort, security and service. The provision of services is provided by service officers to the community who manage population data as an administrative requirement in obtaining access to the world of education, health and population. This is motivated by the increasing index of quality improvement in the quality of providing population administration services in the districts of 50% to 74% since the implementation of the One File Minimum Four Products (Saber Mempro) innovation programs by the Disdukcapil government in collaboration with the Pelalawan District Health Office. This programs has a positive impact on the government and the community because the document processing process lasts for 14 working days and is accepted by the community who need the files in question. if the community has an urgent need regarding administrative files, they are given relief in the form of the community being allowed to take care of population administration files directly to the Disdukcapil and all information related to community needs regarding population files and data will be informed or accommodated in the WhatsApp Group. This research was conducted using observation, interviews and documentation methods with qualitative research with a descriptive case study approach which aims to determine the Process of implementing Service Innovation through the Saber Mempro Innovation Programs in Pelalawan Regency.
