ABSTRACT
The position of the Kampar Regency Information and Encryption Communication Service is based on the Kampar Regency regional regulation number 6 of 2016 concerning the formation and organizational structure of the Kampar Regency regional apparatus which is the implementing element of the Kampar Regency government in the field of Communication, Information and Encryption. The Department of Communication, Informatics and Encryption of Kampar Regency has the main task of carrying out some of the authorities of the Regional Government of Kampar Regency in the field of Communication, Informatics and Encryption in accordance with the Regulation of the Regent of Kampar No. 51 of 2016 concerning the position, organizational structure, duties and functions and working procedures of the Office of Communication, Informatics and the Kampar Regency Code. Currently, the Information Communications and Encryption Service Office of Kampar Regency utilizes IT for daily operational activities to build a professional, effective, efficient, and accountable management system. Given the very important role of the Information Communications and Encryption Office of Kampar Regency, it is necessary to measure the level of ability of the Kampar Regency Information and Encryption Communication Service in terms of information technology governance, using the COBIT 5 framework and DSS domain (Deliver, Service, and Support), focusing on measurement using DSS01 and DSS02 subdomains. In this study, the results showed that the DSS01 subdomain was worth 61.7% with an 'L' or largely achieved rating, which means that the implementation of the process has been running and some indicators for level 1 capability have been achieved. For the DSS02 subdomain, it is worth 57.7% with a rating of "L" or largely achieved, which means the implementation of the process has been running and also some indicators for level 1 capability have been achieved. So it can be concluded that the level of capability of the Department of Communication, Informatics and Encoding of Kampar Regency for both DSS01 and DSS02 subdomains is at level 1.
