Implementasi Analogue Switch Off (ASO) Lembaga Penyiaran Publik TVRI Riau Menuju Digital Terresterial Television Broadcasting

The implementation of digital TV pioneered by TVRI can be said to be an
extraordinary breakthrough. TVRI as a state-owned broadcasting institution is the
leading sector for the national analog switch off (ASO) program for all TV
stations. The purpose of this study specifically aims to determine the pattern of
communication, application of regulations and constraints in implementing the
Analogue Switch-Off (ASO) of the Riau TVRI Public Broadcasting Institution
towards Digital Terrestrial Television Broadcasting.
This study used a qualitative approach and was designed using a case
study with 9 informants as the subject who were selected using the purposive
technique. The data collection is done through interviews, observation and
documentation. The data analysis technique consists of three forms, namely data
reduction, data presentation and conclusion drawing. To carry out the validity of
the data, the researcher used the technique of extending the researcher's
participation and triangulation.
The results of the study indicate that as a public broadcasting institution
with a red plate, TVRI Riau is obedient to the policies being adopted by the
central government. TVRI Riau no longer performs simulcast services, all
broadcasts are integrated with the digital system. The public broadcaster TVRI
has proposed an additional budget for the 2022 APBN amendment to distribute
1.5 million STB. This is part of LPP TVRI Riau's commitment to guaranteeing the
people's right to obtain information and entertainment, TVRI Riau cooperates
with stakeholders such as Diskominfo, Riau KPID, Balmon, and Private
Broadcasting Institutions (LPS). TVRI Riau continues to improve in preparing
new human resources and preparing training policies on a regular basis. TVRI
Riau massively socializes government policies regarding broadcasting
digitalization in the internal broadcast media line regularly and continuously,
providing education to the public, not only on clean, clear, sophisticated jargon,
but also education that ASO requires people to have additional Set Top Box (STB)
tools. to be able to enjoy the digital technology system. TVRI Riau cooperates
with KPID Riau on how to develop TVRI as an LPP in the region in this era of
convergence. TVRI Riau has now carried out full digital broadcasts, only the
duration of the broadcast is still the same as analog, the broadcast time of TVRI
Riau starts at 14.00 to 18.00 WIB. As the organizer of Mux TVRI Riau which has
4 channel slots namely national TVRI, TVRI Sport, TVRI Word and local TVRI,
but in its implementation until now TVRI Riau still shares slots with TVRI Word.
