ABSTRACT This study aims to find out the most appropriate development strategy to be applied for Rotte Bakery Bread Factory at Suka Karya, District Pekanbaru City and to find out the factors that become strengths, weaknesses, opportunities and threats. Data is collected by observation and direct interview. The data was analyzed by IFE/EFE matrix, IE analysis and SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). Based on the result of internal matrix analysis with a value of 2,57 and external matrix with a value of 3,08, Rotte Bakery Bread Factory is in a growth and build position. Based on the SWOT matrix, seven combined strategies are obtained
