Analisis Konflik Hutan Tanaman Industri (Hti) (Studi Kasus: Konflik Masyarakat Desa Kota Garo Dengan Pt Arara Abadi Di Kecamatan Tapung Hilir Kabupaten Kampar Provinsi Riau)

ABSTRACT
The Industrial Plantation Forest (HTI) development program is one way to obtain sustainable and sustainable forest management. However, HTI still attracts controversy in many regions of the world including Indonesia. One of the conflicts that occurred was a land conflict between PT. Arara Abadi which operates in Kota Garo Village, Tapung Hilir District, Kampar Regency with the local community. The purpose of this study is to find out the map and phases of conflict, the factors causing conflict, identify the impact of conflict and analyze the relationship of conflict causative factors to the intensity of emerging conflicts. This study used qualitative descriptive analysis and a spearman rank test. Community samples were taken by purposive sampling and informant samples were taken by snowball sampling. The results of this study show that the party involved in the conflict is PT. Arara Abadi, the people of Kota Garo Village and the Kota Garo village government. Physical clashes occurred 2 times in 2019 and 2021. The main causative factor for conflicts between PT. Arara Abadi with the people of Garo City Village is in the aspect of unworthy rewards with a high category. This conflict has both positive and negative impacts. Based on the spearman rank test, the factors causing conflict that have a relationship with the intention of emerging conflicts are different aspects of goals, aspects of unworthy rewards, personal aspects of people and aspects of feelings and emotions. Efforts to resolve conflicts can be done with a family approach and a persuasive approach.
