ABSTRACT
COMMUNICATION STRATEGY OF POLRESTA COUNSELING IN EFFORTS TO OVERCOME DRUGS CIRCULATION IN PEKANBARU CITY
(Study in Kampung Dalam Kelurahan, Pekanbaru City)

The drug problem in Indonesia continues to spread to remote areas and has spread to all ages and social status. Including in Riau Province, the geographical location of Riau is next to the world road (cross road). In Riau itself, drug trafficking is very high, as evidenced by the data released by BNN, Riau Province is included in the top 10 regions with the largest number of drug abuse and distribution in Indonesia. Of these 10 numbers, even Riau Province in 2019 occupies fifth position. This study aims to describe the Pekanbaru Police Counseling Communication Strategy in an effort to tackle drug trafficking in the city of Pekanbaru.
This study used a qualitative descriptive method, the subject was determined by purposive sampling technique with 8 informants namely, the Head of Drug Administration, the head of the community development unit and also the communityData collection techniques used are observation, interviews, documentation. The data analysis technique is Miles and Huberman, for the validity of the data the researcher uses this step, namely data reduction, data presentation and conclusion drawing.
The results of this study indicate that in carrying out preemptive efforts, the Pekanbaru Police Narcotics Investigation Unit conducts surveillance on routes that are easy to abuse narcotics, both narcotics dealers and narcotics users, namely air, sea, and land routes. namely by carrying out prevention (prevention) namely the existence of socialization or counseling to the community, schools, installation of posters and banners, disseminating information through social media, and conducting direct raids to places suspected of frequent drug transactions. Furthermore, repressive efforts by conducting investigations, and legal sanctions in accordance with Law No. 35 of 2009. Communicators of drug satres, community groups, public relations. Messages conveyed about the dangers of drug abuse and legal sanctions are persuasive and informative. The media used by social media target audiences of all ages, and get good feedback. The effects have reached a conative level, where everyone avoids drug abuse and does positive things.
