Strategi Pengembangan Badan Usaha Milik Desa (Studi Kasus Bumkep Raja Bejamu Mandiri Kecamatan Sinaboi Kabupaten Rokan Hilir Provinsi Riau)
Rural-based development is enacted to strengthen the foundation of the
country's economy, the government issues a policy regarding the need to establish
modern social institutions in the context of implementing development in rural areas
with the consideration that modern social institutions created by the government are
specifically designed for development activities will provide greater opportunities for
successful development itself rather than the government using existing social
institutions. One of the modern social institutions designed by the government in
rural development efforts is the Village Owned Enterprise (BUMDes). This study
aims to analyze the performance of BUMDep Raja Bejamu Mandiri, analyze risks
and formulate development strategies. The data used are primary data and secondary
data collected from several sources including interviews and the annual report data
of BUMKep Raja Bejamu Mandiri. This research is a descriptive qualitative research
with data analysis using a Balanced Scorecard perspective, internal and external risk
identification and SWOT.
The results showed that the performance of BUMKep Raja Bejamu Mandiri
based on the calculation of the Balanced Scorecard was in a very healthy condition
with a total score of 72.9% in category A. Implementation of risk control included
separating functions between recording and storing cash, developing skills for
customers, boat/ship maintenance by reorganizing its business and focusing on
boat/ship maintenance, government support to conduct training on the impact of
using inappropriate fishing gear, optimizing production at the beginning of the year,
and building a fish catch storage warehouse. There are several strategies that can be
carried out, namely by exploiting regional potential by establishing new business
fields, increasing the quality of quality human resources, expanding business,
updating types of fishing gear, building warehouses to accommodate fishery products
and developing financing institutions.
