Community Empowerment based on community harmony (PMB-RW) is one of the empowerment programs implemented by the Pekanbaru City Government, namely Tanjung Rhu Village to deal with social and economic problems, especially in terms of handling poverty rates.
The purpose of this study is to determine and analyze the results of the evaluation of community empowerment programs based on community harmony (PMB-RW) in Tanjung Rhu Village and the factors inhibiting the evaluation of the PMB-RW program in Tanjung Rhu Village. This research uses qualitative research methods with an approach to descriptive case studies through the process of collecting interview data, observations, and document studies. The research was conducted in Tanjung Rhu Village, Pekanbaru City.
The results showed that the evaluation of the PMB-RW program has not been carried out properly and optimally and PMB-RW has not been able to handle and reduce poverty in Tanjung Rhu Village. Evaluation of the context of the PMB-RW program has not been in accordance with the planning has not been able to analyze the background of the implementation of PMB-RW and the difficulty in achieving the goals. Evaluation of inputs for the PMB-RW program has not been able to utilize existing resources and the identification of resources has not been maximized. The evaluation of the PMB-RW program process did not go well because at the implementation stage it had not been carefully planned, the PMB-RW program was not on target, and it had not answered the needs of the community as a whole. The evaluation of PMB-RW program products has not been carried out properly because there is no program evaluation after the program runs, the use of the PMB-RW program is not maintained and the community tends not to understand the training and empowerment objectives of PMB-RW.
The inhibiting factors in the evaluation of the PMB-RW program in Tanjung Rhu Village are invalid population data, limited budget transparency, & the planned program is not on target.
