Evaluasi Kebijakan Penyelenggaraan Belajar Dari Rumah Pada Masa Darurat Penyebaran Covid-19 (Studi Pada SMP Se Kecamatan Rambah Samo)
Evaluation of good policies for implementing learning from home during a
pandemic is the main goal of the government in carrying out the learning process
during the spread of Covid-19. Through evaluating the policy of implementing
learning from home, it is hoped that it can improve the quality of learning and
education for junior high school students in Rambah Samo District.
The purpose of this study was to evaluate and identify policies for
organizing learning from home and the inhibiting factors during the Covid-19 in
in 2020-2021 pandemic at junior high schools in Rambah Samo District, Rokan
Hulu Regency using William N Dunn's evaluation criteria. This study uses a
qualitative research method with a case study approach that is descriptive in
nature with the process of collecting data through interviews, observation and
document study. The research was conducted in Rambah Samo District, Rokan
Hulu Regency.
The results showed that the evaluation of the Policy for Implementing
Learning from Home during the Emergency Period of the Spread of Covid-19
from 2020-2021 in Middle Schools in Rambah Samo District was still low because
students still experienced problems in the learning process from home through
internet media using smartphones. The effectiveness and efficiency of
implementing online learning policies is still not effective because students who
study online still have limitations in learning and a lack of trust from parents in
their children to facilitate them in the form of study quotas because quotas are
used a lot for playing. Adequacy and Alignment have not fully implemented the
online learning policy so that all of the policy objectives can run as desired.
Responsiveness and accuracy are still low because students, parents, and teachers
feel overwhelmed in the learning and teaching process because some students do
not have cellphones, inadequate network conditions, limited study quota packages
and lack of student learning participation. Inhibiting factors are the lack of
facilities owned by students such as mobile phones, poor internet connection,
limited costs, and limited knowledge.
