The growth of palm oil mills not only has a positive impact, but also has
a negative impact, such as increasing the amount of waste produced. Like the
case of the waste problem at the PKS owned by PT. Sawit Inti Prima Perkasa
(SIPP) is a waste problem that is generated from industry, it must be handled
seriously by the factory so that it becomes waste that can be utilized and has
economic value, so as to reduce negative impacts on the environment.
This study aims to analyze the performance of the Environmental Service
of Bengkalis Regency in overcoming the problem of Palm Oil Liquid Waste in
Mandau District and analyze the factors that hinder the performance of the
Bengkalis Regency Environmental Service in overcoming the problem of Palm Oil
Liquid Waste in Mandau District. This study uses the theory of organizational
performance theory according to Mohammad Mahsun (2016), namely Input,
Process, Output, Outcome and Benefit, and Impact. The type of research used is
descriptive research with a qualitative approach. Methods of data collection is
done by interview, observation and documentation. The results of this study
explain that the performance of the Bengkalis Regency Environmental Service in
overcoming the problem of Palm Oil Liquid Waste in Mandau District has not run
optimally, because there is still waste pollution around residential areas in
Mandau District. In addition, the lack of response from the Environmental Service
so that the waste water pollution is slow in handling it.
