Kebijakan Pengembangan Perikanan Di Kabupaten Bengkalis Dalam Persektif Good Governance
Fisheries have an important and strategic role in the development of the
national economy, especially in increasing the expansion of job opportunities,
income distribution, and improving the standard of living of the nation in general,
small fishermen, small fish raisers, and business actors in the field of fisheries.

Weaknesses in the management aspect of fisheries management include the
absence of a coordination mechanism between agencies related to fisheries
management in the district and in the bureaucratic aspect, including the
occurrence of conflicts of interest in fisheries management in Bengkalis Regency.
This study aims to analyze Fisheries Development Policies in Bengkalis Regency
and analyze factors that influence the Fisheries Development Policy in Bengkalis
Regency. This study uses the theory of organizational development according to
Joseph Famularo. The type of research used is descriptive research with a
qualitative approach. Methods of data collection is done by interview, observation
and documentation.
The results of this study explain that the Fisheries Development
Development Policy in Bengkalis Regency consists good governance Principle of
Transparency where transparency is needed in an organization, especially those
related to the Government Budget. Bengkalis, Accountability within the Bengkalis
Regency Fisheries Service organization has responsibilities in the Fisheries
Development Policy in Bengkalis Regency including responsibility for the
performance of fisheries organizations at the sub-district level, namely the
Fisheries UPTD, as well as coordination carried out by relevant agencies and
units in order to improve Fisheries Development Policies in Bengkalis Regency.

development of fisheries in Bengkalis Regency consist of conflicting objectives.
The communication factor between officials in the Fisheries Development Policy
in Bengkalis Regency has not been implemented effectively. Conflicting factors
that have been ignored have resulted in the Fishery Development Policy in
Bengkalis Regency not running effectively. Factors of Cooperation between the
Fisheries Service and Groups of Fishermen and Fish Cultivators. Competition
factors are inseparable from competition factors, decision making factors, and
response factors to changes in and motivation factors.
