Collaborative Governance Dalam Pengembangan Objek Wisata Di Rupat Utara Kabupaten Bengkalis
Rupat Island is one of the coastal areas located in Bengkalis Regency,
Riau Province. This island holds and has the potential for a tourist attraction
(DTW) which has the potential to be developed, ranging from artificial tourism,
cultural tourism and natural tourism. The tourism potential on Rupat Island has
basically received attention from the Central Government to be built and
developed. This is stated in Government Regulation Number 50 of 2011
concerning RIPPARNAS, a master plan and detailed development plan for KSPN
are carried out.
The research method used in this research is qualitative research with a
phenomenological approach, which is descriptive analysis in nature. The
qualitative research process involves important efforts, such as asking questions
and procedures, collecting specific data from participants, analyzing data
inductively from specific themes to general themes, and interpreting the meaning
of the data.
The results of the research show that Collaborative Governance is a way
of managing government that directly involves actors outside the state, oriented to
consensus and deliberation in collective decision-making that aims to make or
implement public policies and public programs. Collaborative Governance Office
of Tourism, Culture, Youth and Sports of Bengkalis Regency in the development of
Tanjung Lapin beach tourism object has been implemented but not optimal.
