Dynamic Governance Dalam Pengembangan Pariwisata Di Kecamatan Rupat Kabupaten Bengkalis
Since being designated as one of the National Tourism Strategic Areas
and Regional Leading Tourism Destinations, until now there has been no
significant attention from the Central Government or Regional Government in
developing tourism in Rupat District, both in the form of infrastructure, tourism
activities, and other supporting facilities. The dynamic ability of stakeholders is
needed to achieve these goals in a sustainable manner that is able to adapt to
changing times and the environment. This study aims to analyze and identify how
dynamic governance is in tourism development in Rupat District and its inhibiting
factors. The research method uses a type of qualitative research with a case study
approach, which is descriptive analysis in nature. The results of the study show
that tourism development in Rupat District has implemented three principles of
dynamic governance, namely thinking ahead, thinking again, and thinking across,
although there are still inhibiting factors in its implementation. The ability to
think ahead is demonstrated by the formulation of the Regional Tourism
Development Master Plan for Bengkalis Regency and the implementation of
national-scale tourism events, the ability to rethink is demonstrated by conducting
tourism work meetings as a form of evaluation, and the ability to think across
boundaries is demonstrated by carrying out comparative studies to open up new
insights and learn and adopt creative and innovative ideas from other regions.
Inhibiting factors were found, including : 1) Budget availability in the
implementation of the Bengkalis Ripparkab; 2) Lack of coordination between
stakeholders; and 3) Low public awareness of the importance of tourism in
supporting economic growth.
