Implementasi Elektronik Government (E-Gov) Dalam Meningkatkan Kinerja Pegawai Di Kecamatan Dumai Kota
Electronic government (E-gov) is an effort to develop an electronic-based
government administration by structuring management systems and work processes
in the government environment that optimizes the use of information and
communication technology. The use of e-government aims to provide information and
services for citizens, business affairs, and other matters relating to government in an
effective, efficient, transparent and accountable manner as well as quality and
reliable. The purpose of this study was to determine the implementation of electronic
government in improving employee performance and the factors that hinder the
implementation of electronic government in the Dumai City District Office. To
describe the reality on the ground, the researchers used descriptive qualitative
research methods through interviews, field observations and documentation.
The results of this study use the implementation of program policies which
consist of four variables, namely environmental conditions, inter-organizational
relationships, organizational resources and the capabilities and characteristics of
implementing agents which explain that the implementation of electronic government
is able to improve the performance of employees in Dumai City, who feel really
helped. with the implementation of electronic government.
The factors that hinder the implementation of electronic government in
improving the performance of employees in the Dumai Kota sub-district are human
resources (HR) who have technical expertise in the sub-district are still lacking, lack
of funding and budget support, and application systems that have not been integrated.
