Kolaborasi Pelaksanaan Program Prioritas Dana Desa Di Kabupaten Indragiri Hulu Pada Masa Pandemi Covid-19

This research is motivated by a pandemic covid-19 which disrupts
economic stability and reduces the purchasing power of rural communities, so
that the government is required to make efforts to accelerate the prevention and
mitigation of impacts covid-19 with village funds through the village fund priority
program, which consists of 3 (three) activities, namely: Village Fund BLT
distribution. Cash Labor Intensive Villages and Responsive Villages Covid-19.
The purpose of this research is to analyze and explain collaboration in the
implementation of the 2020 village fund priority program and what are the factors
that influence collaboration in implementing the 2020 village fund priority
program. This study uses a qualitative research type with an explanatory
phenomenological approach. The selection of informants was carried out using 2
techniques namely, purposive sampling (Department of Community and Village
Empowerment of Indragiri Hulu Regency, Seberida District, Government of
Beligan Village and Petala Bumi Village as well as Village Professional
Assistants and technical assistants accidental sampling (Public).
The results of this study indicate that the patterns of collaboration carried
out in implementing the 2020 village fund priority program have been successful
and effective in achieving the goals of each activity in the program. This is
because the elements of collaboration have been implemented properly by
stakeholders. Stakeholders coordinating with each other to understand the rules
that form the basis of program implementation to be subsequently agreed through
deliberations with the community as a form of communication and assertiveness
in cooperation for BLT data collection, implementation of PKTD and
procurement of goods/services in an effort to prevent and control the spread of
covid-19. In addition, the village government has also carried out accountability
for activities through an accountability report (SPJ) for the 2020 Village Fund,
monitoring and evaluation in the field by the District PMD Service. Indragiri
Hulu, the District Facilitation Team and village assistants as well as the
publication of the realization of the APBDes on the Billboard in front of the
Village Office, thus creating a sense of mutual respect, mutual respect and mutual
trust between stakeholders. In addition, the supporting factors in the collaborative
implementation of the 2020 village fund priority program include a) the existence
of the village head's discretion in making decisions in the village; b) community
participation in determining the direction of policies in the village; and c) the
existence of local wisdom in the form of a high spirit of mutual cooperation.
