Valuasi Ekonomi Kawasan Konservasi Perairan Daerah Di Kabupaten Indragiri Hilir, Riau
The Solop Beach Coastal Conservation Area in Indragiri Hilir Regency has various high economic value potentials that can be sustainably utilized. The extensive mangrove ecosystem and white sandy beach in Pulau Cawan village are sustainably managed, while the potential for fisheries, important habitats, and other coastal resources also support the local ecosystem and economy in the coastal area of Indragiri Hilir Regency. The objectives of this research are: 1) to identify the ecosystem services of the coastal conservation area; 2) to analyze the stakeholders involved in the management of the coastal conservation area; and 3) to estimate the total economic value of the ecosystem services of the coastal conservation area in Indragiri Hilir Regency.
This research was conducted in four districts out of twenty districts in Indragiri Hilir Regency that are included in the Coastal Conservation Area, namely Mandah, Tanah Merah, Kuala Indragiri, and Concong, from April to December 2022. The population of the study was 10,597 people, and by using the slovin formula, 100 respondents of fishermen who utilize the coastal conservation area in Indragiri Hilir Regency were obtained through purposive sampling. The data obtained in this research were analyzed using: 1) descriptive method to identify the ecosystem services of the coastal conservation area in Indragiri Hilir Regency; 2) stakeholder analysis in the management of the coastal conservation area using prospective analysis; 3) estimating the total economic value of the coastal conservation area in Indragiri Hilir Regency using the TEV and MEA frameworks.
The results of the research indicate that the identification of ecosystem services in the coastal conservation area of Indragiri Hilir Regency includes the provision of services, consisting of capture fisheries and sea transportation, regulatory services, including CO2 absorption, supporting services consisting of biodiversity, feeding, nursery, and spawning grounds, as well as cultural services consisting of tourism at Solop Beach. The stakeholders involved in the management of the Coastal Conservation Area in Indragiri Hilir Regency are the Ministry of Marine Affairs and Fisheries, Provincial/District Department of Marine and Fisheries, Provincial Department of Environment and Forestry, community groups and fishermen, NGOs, and academia. The economic value of the ecosystem services of the Coastal Conservation Area in Indragiri Hilir Regency is estimated to be quite large at IDR 151,819,119,562,076 per year, consisting of the value of provisioning services of IDR 158,465,766,901 per year, regulatory services of IDR 147,791,990,696,920 per year, supporting services of IDR 3,862,168,227,413 per year, and cultural services of IDR 6,494,870,841 per year. The amount of money that respondents are willing to pay for the ecosystem services of the coastal conservation area ranges from IDR 20,000 to Rp 50,000, with an average value of IDR 33,700.
