ABSTRACT
This study aims to examine the effect of leadership and work discipline on the quality of public services through work motivation at the Department of Population and Civil Registration of Pekanbaru City. This study uses a quantitative approach. The sample in this study were 100 employees at the Department of Population and Civil Registration Pekanbaru. Sampling using the saturated sampling technique method. The research instrument used a questionnaire and analysis of the use of path analysis through SPSS. The results showed that: 1) There was a positive and significant influence between leadership and quality of public services, 2) There was a positive and significant effect between work discipline and quality of public services, 3) There was a positive and significant effect between work motivation and quality of services , 4) There is a positive and significant effect between leadership and quality of services through work motivation, 5) There is a positive and significant effect between work discipline and quality of services through work motivation.
