Analisis Pemenuhan Standar Ispo Oleh Pekebun Kelapa Sawit Swadaya Di Kabupaten Pelalawan
ABSTRACT
Palm oil is a superior commodity with great potential for the development of the Indonesian economy. The growth of oil palm in Indonesia is very rapid so that it has an effect on the national economy. The increase in oil palm growth is marked by the increasing area of oil palm land and the high production of Crude Palm Oil (CPO). The increase in CPO (crude palm oil) production is feared to ignore the principles of sustainable agriculture. The Indonesian government is committed to sustainable agricultural development through ISPO. ISPO (Indonesian Sustainable Palm Oil) is a standardization of the palm oil industry as a guarantee of sustainability that is established and implemented by applicable regulations in Indonesia. The government issued Minister of Agriculture Regulation No. 38 of 2020 concerning the implementation of certification for Indonesian sustainable oil palm plantations. The Indonesian government has also issued regulations regarding ISPO which are written in Presidential Regulation Number 44 of 2020. Presidential Regulation Number 44 of 2020 explains that oil palm plantation businesses are required to carry out certification. The purpose of this study was to analyze the compliance with ISPO standards by independent oil palm smallholders in Pelalawan District. The results of this study show. Independent oil palm smallholders in Pelalawan District have not been able to meet ISPO standards. The level of fulfillment of ISPO principles by independent oil palm smallholders in Pelalawan Regency, namely the first principle is compliance with laws and regulations with compliance of (48.82%), the second principle is the application of good plantation practices with compliance of (65.94%), the third principle is the management of the environment, natural resources and biodiversity with fulfillment of (55.94%), the fourth principle is the application of transparency with fulfillment of (28.57%), the fifth principle is sustainable business improvement with fulfillment of (88.75%) ). The average achievement of fulfilling the ISPO principle of independent oil palm smallholders in Pelalawan Regency is still in the low category with a percentage of (58.01%) consisting of 5 principles, 21 criteria, and 33 indicators and 74 verifiers. There are no independent oil palm smallholders in Pelalawan Regency who can fulfill all ISPO verifiers.
