Manajemen Kompensasi Di Lingkungan Pemerintahan Kota Pekanbaru Tahun 2021 (Studi Pada Pemberian Tambahan Penghasilan Pegawai)
This research is motivated by problems in providing additional employee
income (TPP) within the Pekanbaru City Government. There have been cuts in the
provision of TPP in 2021 and some have not been paid. In giving TPP through a
long process and not only directly given to employees, there are several aspects
that will be assessed in determining the amount of TPP
The purpose of this study is to determine the compensation management
system, especially in providing additional employee income or TPP in Pekanbaru
City and to analyze the constraints that exist in compensation management in
providing additional employee income (TPP). In this study using the theory of
compensation management Endang Suryani (2022) who explains that there are
four stages of compensation management, namely planning, implementing,
controlling and developing a compensation system within the organization. This
study used qualitative research with interview techniques and agency
documentation that became a team in compiling compensation management in
providing additional employee income (TPP), namely the Inspectorate, BPKSDM,
BPKAD and Pekanbaru City Secretariat.
The results showed that in compensation management, especially in
providing additional employee income, it still did not run smoothly at the
implementation stage which led to a reduction in the provision of TPP to
employees, namely the existing funds were diverted to health, because in 2021
there was an increase in cases of Covid-19 and the government diverts these
funds to health by looking at the limited budget situation and funds must be cut to
be diverted to more mainstream health in 2021. In this case, the plans that have
been made are still not optimal because their implementation is not in accordance
with the plans that have been made. Compensation management constraints in
granting TPP are the limited budget of Pekanbaru City. Lack of Employee
Participation and Legal Complexity. From the results of the research and the
constraints obtained, it is hoped that the government can be decent and fair to all
employees in providing TPP.
