This research is motivated by several phenomena, namely the insufficient
number of subdistrict technical personnel related to electronic based government
systems, the ability of apparatus to operate digital technology that is not optimal,
the provision of electronic services to the community is not yet optimal, the low
quality of competence of service implementers based on community satisfaction
surveys and the lack of discipline office administration system.
The purpose of this research is to identify the Competence of Apparatus
Resources in Implementing an Electronic Based Government System and to find
out the Obstacles of Apparatus Resources in Implementing Electronic Based
Government System in Bukit Raya subistrict, Pekanbaru City. This study uses the
theory of Hooda & Sigla (2020), namely Internal Service Quality, External
Service Quality, Employee Engagement, Citizen Satisfaction, Process
Management, Leadership, Culture, and Technology. The Method used is a
qualitative research methods to answer research questions.
The results of the study show that there are 3 indicators that show positive
performance or achievement based on the theory used. This indicates that the
Bukit Raya subdistrict has succeeded in optimizing or fulfilling the requirements
in three aspects of technology based services. Indicators that are considered not
to have reached the expected performance level are 5 indicators. This indicates
that there are deficiencies or obstacles in carrying out these aspects in the context
of technology based services in the Bukit Raya subdistrict. Although there are
several indicators that show positive progress or achievements in the
implementation of technology based services in Bukit Raya subdistrict, there are a
number of other indicators that are still not running optimally. This shows that
there is still room for improvement and improvement in fulfilling all competency
aspects needed to achieve good technology based service sustainability.
