Public Service In The New Public Service Perspective at the Pekanbaru City Population and Civil Registration Office

Abstract
The Department of Population and Civil Registration is an agency that deals directly with the community whose job is to provide services to the community. The accountability of public services carried out by the Population and Civil Registry of the City of Pekanbaru has not been optimal, especially in terms of timeliness, facilities and infrastructure, and human resource capabilities. The purpose of this study was to find out public services in the New Public Service Perspective at the Department of Population and Civil Registration of the City of Pekanbaru. This research uses a type of qualitative research, the data needed both primary data and secondary data obtained through observation, interviews and documentation are then analyzed based on research problems using the data analysis technique of Miles and Huberman's interactive model. The results of the study show that public services in the New Public Service Perspective at the Pekanbaru City Population and Civil Registration Office have been implemented properly. This is supported by a commitment to prioritize the interests of the community, employees who provide friendly service and an integration zone. Facilities and infrastructure are also adequate. In providing services, the Population and Civil Registration Service gives priority to persons with disabilities, pregnant women and the elderly. There is collaboration with several parties and community involvement in compiling service standards so that the services provided by the Population and Civil Registration Service increase. The internal factors that become obstacles include the existing human resources, namely employee discipline and facilities and infrastructure. External factors that can hinder the process of implementing service delivery are the internet network and lack of public awareness
