ABSTRACT
The phenomenon that causes sexual violence to occur in children is caused by
parental supervision that is not too strong, education about sex from an early age,
economic factors and family backwardness are factors for sexual crimes that are
currently happening in Kuantan Singingi Regency and the Government, especially in
In this study, DP2KBP3A had to carry out socialization to prevent sexual violence,
such as routine socialization at least 4 times a year to remind parents that it is
important to supervise them to prevent sexual violence against children in Kuantan
Singingi Regency. The government in carrying out its main tasks and functions is
carrying out plans related to regional development and carrying out development
activities, especially in this study the researchers focused on the Office of Population
Control, Women's Empowerment and Child Protection in eradicating sexual
harassment activities against minors. The purpose of this study is to understand and
analyze and describe the constraints of the government's role, especially at the Office
of Population Control, Family Planning, Women's Empowerment and Child
Protection in dealing with acts of sexual violence against minors in Kuantan Singingi
Regency. Researchers use the theory according to Bidle and Thomas which states that
the role has 5 dimensions, namely the role as a policy, the role as a strategy, the role
as a communication medium, the role as a media for dispute resolution and the role as
therapy. In the research, researchers used qualitative methods and data collection
techniques were carried out by observing phenomena in the field, interviews and
documentation. The role of the Office for Population Control, Family Planning,
Women's Empowerment and Child Protection in dealing with cases of sexual
violence has not run optimally.
