Analisis Prioritas Pembangunan Manusia Di Kabupaten Rokan Hulu

ABSTRACT
This study aims to determine and analysis the human development index in Rokan Hulu regency. The type of data used is primary data and secondary data. The method used in this research is the method of description and method of analysis hierarcy process (AHP). The description method is used to determine the dynamics of the human development index and the indicators of the human development index and the AHP method is used to determine the important priorities of the human development criteria of Rokan Hulu Regency. These criteria are taken from the 2016-2021 RPJMD through policies that have been designed by the local government of Rokan Hulu Regency. The results showed that the dynamics of human development in the health sector in 2015-2020 showed an increase. The dynamics of human development in the education sector, the dynamics of human development in the field of education and the dynamics of human development in the field of economic welfare in 2015 -2020 both experienced an increase, but in the 2020 experienced a low trend. The priority of human development shows that the most important priority health criteria is the fulfillment of adequate medical equipment and increasing the standardization of public services. The educational criteria is to increase the scope of quality free 12- year compulsory education services. The most important priority economic welfare criteria are reducing poverty levels and reducing unemployment rates.
