The aim is to obtain an in-depth understanding of To analyze the content of policy (Content of Policy) Workload of Certified Teachers in Middle Schools in West Rengat District, Indragiri Hulu Regency, to analyze the implementation environment (Context of Implementation) Workload of Certified Teachers in Middle Schools in Rengat District West Indragiri Hulu Regency, and to analyze the Policy Results (Outcomes) of Workload for Certified Teachers in Middle Schools in West Rengat District, Indragiri Hulu Regency. This research uses a field observation method with a qualitative approach and applies qualitative descriptive report writing in presenting the results. This research was carried out in West Rengat District, Indragiri Hulu Regency specifically at Junior High School (SMP) level. Primary data is data taken directly from research informants in the form of documentation data, observations and interviews related to Policy Content, Implementation Environment and the Process of achieving final results (outcomes). Secondary data is data obtained indirectly from the source, in the form of regulations in the form of laws, government regulations, school principal decisions, school data, as well as teacher administration reports such as teacher equipment, teacher teaching schedules and teacher achievements. Data collection techniques used in this research are documentation, observation and interviews. Analysis in research can be divided into several stages, namely: data collection, data reduction, data presentation and drawing conclusions.
The results of this research show that in the sub-focus of Policy Content, it was found that the benefit of this policy is improving teacher performance in teaching, although in practice teachers have problems in fulfilling teaching hours and it seems that developing teacher competency in teaching has not been a top priority. Then it was found that based on the results of the interview it could be seen that with the number of hours in different subjects so that the distribution of teacher workload was different and varied according to the decree and competency of each teacher, this was a challenge in itself for the principal, deputy principal, field curriculum and student affairs, on the other hand, school principals need to provide comfort for teachers in carrying out teaching duties. In the implementation environment sub-focus, it was found that the delivery of the teacher load policy and the strategies used in implementing the certification teacher load policy had been implemented according to the stages of information delivery. Teacher compliance and resourcefulness in implementing this policy can be seen from teachers having learning tools such as syllabus, lesson plans, semester programs, annual programs and other programs, as well as teaching schedules and teacher attendance lists which can be used as a reference to see the implementation of teacher workload policies. certified, but it was found that in practice teachers still lacked information regarding the obstacles faced in implementing this policy. Apart from that, in implementing the workload of certified teachers, there are obstacles related to receiving professional allowances which are linked to attendance. In the sub-focus of Policy Results (Outcome), the impact component of certified teacher workload can generally provide significant impacts and benefits for society, character education implemented with learning programs. For teachers, this has an impact on attitudes that are more enthusiastic, more disciplined, less worried about social matters, more concentrated in carrying out their duties and responsibilities, and more orderly in the administration of teaching at school.
