This research is motivated by the Pekanbaru City Regional Regulation Number 2 of 2020 concerning District Arrangement. In this research, we measure the quality of service in sub-districts that have been running for a long time and sub-districts that have been expanded with existing policies. The research locations were carried out in Binawidya District, Tuah Madani District, Tenayan Raya District, Kulim District, West Rumbai District and East Rumbai District. The formulation of the research problem is what are the policies related to the expansion of sub-districts in Pekanbaru City based on Pekanbaru City Regional Regulation Number 2 of 2020 concerning District Arrangement, what is the impact on improving public services in the expansion of sub-districts in Pekanbaru City based on Pekanbaru City Regional Regulation Number 2 of 2020 concerning District Arrangement , and what efforts the sub-district government must make to improve public services in the expansion sub-districts in Pekanbaru City based on Pekanbaru City Regional Regulation Number 2 of 2020 concerning District Arrangement. The type of research is sociological legal research, the nature of this research is descriptive, using the Porposive Sampling technique. This was done through observation, interviews and literature review, data was completed from primary data, secondary data and tertiary data. Policies related to the expansion of sub-districts in Pekanbaru City are based on Government Regulation Number 17 of 2018 concerning Districts in the formation of sub-districts, as well as philosophical, sociological and juridical foundations. With the impact of improving public services, it has a positive impact on licensing and non-licensing services provided by the sub-district government to the community. The quality of public services is also seen in the aspects of reliability, responsiveness, assurance, empathy, tangibles. Efforts that must be made by the sub-district government to improve public services in the expanded sub-districts in Pekanbaru City include efforts to facilitate facilities and infrastructure, improve the quality of human resources and require accountability of officials.
