Poverty is a development problem faced by every developing country. Based on the 2023
BPS, it is stated that the percentage of poor people in Riau in 2023 will be 6.68%, meaning it is
far below the national average poverty rate of 9.36%. A total of 196,500 poor people live in rural
areas, and 289,160 people live in urban areas. The poverty line rose to IDR 658,611 per capita
per month from the previous IDR 648,833 per capita per month. The decline in poverty in Riau
when the poverty line rises indicates an improvement in the level of welfare of the people of Riau.
This research aims to analyze poverty trends, the influence of transfer receipts from the central
government, government spending, minimum wages and unemployment on poverty and analyze
the most sensitive variables in influencing the poverty of district and city residents in Riau.
Secondary data from 12 city districts in Riau for the period 2010 to 2023 is the main data.
Descriptive analysis empirically describes the information obtained to provide an overview of the
development of poverty in the district and city populations in Riau Province. Multiple regression
analysis of panel data (pooled data) is the main method in this research. Research data is converted
into natural logarithm form so that parameters can be interpreted as elasticities. The dependent
variable is the poor population, and the independent variables are the realization of regional
government transfer receipts, the realization of regional government spending, the minimum
wage, and the number of unemployed.
The poverty line in Riau Province continues to increase, from 301,068 rupiah in 2010 to
626,966 rupiah in 2023. In 2023, the number of poor people in Riau Province will be 485,650.
The district with the most poor population is Rokan Hulu, while the Meranti Islands Regency is
the area with the highest poverty rate in Riau. Often, an area with a high number of poor people
also has an increase in the poverty line. Coastal areas have a lower poverty line, except for the
Meranti Islands Regency, which has a high poverty line and a high poverty rate. The trend of
decreasing poverty levels from year to year continues; only in 2021 will it increase slightly again
due to the impact of the COVID-19 outbreak.
The fixed effects model explains that variations in central transfer revenues, government
spending, regional minimum wages, and the number of unemployed are able to explain 95.9% of
variations in poverty levels. Transfer receipts from the central government and regional spending
have a negative but not significant influence. Regional minimum wages show a negative and
significant influence on poverty levels. Unemployment had a positive and significant influence
on the poverty level of residents of districts and cities in Riau Province in 2010–2023. The most
sensitive variable to the poverty of residents of districts and cities in Riau in 2010–2023 is the
regional minimum wage, which has the highest elasticity.
