ABSTRACT
Pre-Marital Guidance is a program organized by the Ministry of Religion which is based on Decree of the Minister of Religion Number 3 of 1999 concerning the Development of the Sakinah Family Movement. Based on Circular Letter Number 2 of 2024 concerning Marriage Guidance for prospective brides and grooms, it is mandatory for every prospective bride and groom to take part in the Pre-Wedding program guidance with the aim and objective of providing provisions for the prospective bride and groom to have knowledge in planning a quality family and have the skills to manage dynamics and plan a quality generation in order to create a sakinah mawaddah warahmah family. The Marriage Advisory, Development and Preservation Agency (BP4) was formed due to the increasing number of divorces and fragile marriages in society.
The objectives of writing this thesis are: first, to find out the implementation of the Pre-Wedding program for prospective brides and grooms at the Pekanbaru City Marriage Development and Preservation Advisory Agency (BP4) Office. Second, to find out the obstacles to the pre-marriage program for prospective brides and grooms at the Office of the Advisory Board for the Development and Preservation of Marriage (BP4) in Pekanbaru city. The research method in this thesis uses a type of sociological legal research, namely research on the effectiveness of laws that exist in society. The nature of this thesis research is descriptive research that systematically describes the facts and characteristics of the object being studied accurately. The data collection technique in this research is the interview technic, and literature review and questionnaires, then after the data is collected it is then analyzed to draw conclusions.
Based on the research results, firstly, the implementation of the pre-wedding program for prospective brides and grooms at the office of the Pekanbaru City Marriage Guidance and Preservation Advisory Agency (BP4) has not been optimal according to the marriage guidance implementation method, it is still not optimal, it does not implement virtual/online methods, then the counselor are only from BP4 and the Health Service, then the giving of certificates to participants who attended part of the sessions or 1 person and no remediation has been carried out for these participants, secondly, the obstacles to the Pre-Wedding program for prospective brides and grooms at the City Marriage Guidance Advisory and Preservation Agency (BP4) office. Pekanbaru is the first internal obstacle, limited resources, lack of socialization, curriculum that is not yet optimal, implementation methods that are less attractive and program evaluation that is not yet optimal. The two, external obstacles are lack of public awareness, culture, traditions, time constraints, costs and legal regulations.
