Kinerja Unit Lalu Lintas Kepolisian Sektor Mandau Dalam Penegakan Hukum Terhadap Balapan Tanpa Izin
ABSTRACT
The phenomenon of unlicensed racing or illegal racing is increasingly
prevalent in the jurisdiction of the Mandau Sector Police, especially at night until
the early morning. This activity is not only unlawful but also causes public unrest
and disturbs public order. Although the police have taken action, similar cases
remain recurring and indicate the weak effectiveness of law enforcement. This
study aims to analyze the performance of the traffic unit of the Mandau Sector
Police in enforcing the law against unlicensed racing perpetrators, the traffic unit
of the Mandau Sector Police in preventing and eradicating unlicensed racing, and
identifying aspects that need to be improved to increase the effectiveness of law
enforcement.
The method used is an empirical juridical approach or sociological legal
research. Data was obtained through interviews with the police and illegal racers,
as well as the distribution of questionnaires to the community around the race
location without permission. This study uses descriptive qualitative analysis
techniques to process and present data.
The results of the study show that law enforcement by the Mandau Police
traffic unit is still not optimal. Preventive and repressive law enforcement has been
carried out, but it has not provided a significant deterrent effect. The main
obstacles come from limited personnel, infrastructure, and low trust and
community participation. Therefore, it is necessary to improve the quality and
quantity of police resources as well as the active role of the community in
supporting the creation of orderly and safe traffic.
