Kebijakan Jepang Mengunakan Manga Sebagai Salah satu Sarana Diplomasi Kebudayaan Terhadap Indonesia ( 2005 - 2010 )
This research focuses on Japan’s cultural diplomacy toward Indonesia by
applying manga (comic from Japan). Japan’s government, aiming to further the
understanding and trust of Japan, is using pop-culture, in addition to traditional
culture and art, as its primary tools for cultural diplomacy. Among young people,
pop-culture, such as manga, has been popular worldwide in recent years,
especially in Indonesia.
The writer collects data from books, journal, media and websites to
analyze the policy of Japan that using soft power as primary basic of Japan’s
diplomacy and using manga as one of tool for Japan’s cultural diplomacy, in this
case, in Indonesia. The theory applied in this research is cultural diplomacy
theory. Cultural diplomacy is a part of the soft power concept in international
relations. Soft power is used to prevent a war, and the purpose of cultural
diplomacy is for getting influence in public opinions and reaching after the
national interest.
This research concludes that since manga is acceptable and influential in
Indonesia, Japan’s government take this opportunity by using manga as one of
cultural diplomacy’s means. Japan’s policy to encourage spreading manga
abroad, including Indonesia, by hosting International Manga Award, promoting
“Cool Japan”, increasing the quality of mangaka, and maximizing the function of
Japan Foundation.
