Popular sovereignty is the most fundamental thing in the constitution . This is because that a theory of popular sovereignty to determine who holds the highest in the country . If a theory of popular sovereignty that did not go well in a country , it would ideally not have an impact on a country's constitutional system . Indonesia at the time before the amendment of the 1945 Constitution , the sovereignty of the people is run entirely by the Assembly , which raises no constitutional system of democratic Indonesia , shifting toward an understanding that is no longer the People 's Consultative Assembly as the highest single mandate , but the mandate was implemented by 1945 at the time of the third amendment with a view to the creation of the democratization of political power , in an effort to encourage the organization of power and constitutional system of government toward a better , democratic and uphold the law and human rights ( human Rights ) . It is also intended to maintain and strengthen the foundations of konstitualisme a law in force in Indonesia.
This type of research is classified into types of normative legal research . Normative legal research is a legal research library , because it makes the literature as a major cornerstone in conducting this research . In this normative study , the authors conducted a study to research methods of the principles of law , committed against the rules of law , which is the standards behave or act inappropriately. The study can be done ( especially ) against primary and secondary legal materials . Therefore , not every article in a law , for example, contains the rules of law , there are articles that only a limitation just as commonly found in the general provisions section of the legislation.
From these results it can be concluded that the sovereignty of the people before the amendment is run entirely by the Assembly , so that the institution emerged as the highest state institution , and is the highest single mandate . However, after the amendment of the 1945 Constitution have better impact than before the amendment of the 1945 Constitution , one of which shifted the understanding that the People's Consultative Assembly no longer as the highest single mandate , but the mandate was implemented based on the 1945 Constitution and the Assembly was no longer the sole agency mandate of the people . But the mandate was given to the organizers of the power of the people of other countries . The author's suggestion , the application of the values of popular sovereignty is a tough job that must be done consistently and intact . Because they no concept of popular sovereignty is a concept born from the desire of human beings as a concept in formulating idealize the ideal life .
