Implementasi Kebijakan Sertifikasi Guru Terhadap Peningkatan Profesionalisme Guru (Studi Kasus SD Negeri 037 Kelurahan Simpang Baru Kecamatan Tampan Kota Pekanbaru Tahun 2009-2011)
This study aims to determine the Teacher Certification Policy Implementation To increase the professionalism of teachers (State Primary School Case Study 037 Simpang Village New Handsome District of Pekanbaru City Year 2009-2011). Law No. 14 Year 2005 on Teachers and Lecturers (UUGD) that teachers are required to have academic qualifications, competence, educator certificate, physically and mentally healthy, and have the ability to achieve national education goals. Primary Teachers are at the forefront of success in shaping the next generation of quality, it seems to be really having the ability and high professional attitude, so it can work in earnest in order to educate qualified students. Can be found in the formulation of the subject matter of the study factors that influence teacher certification policies towards improving the professionalism of teachers in SDN 037 new intersections Village District of Handsome pekanbaru city. This study uses the theory of Edwards III with a qualitative approach and descriptive methods. This research was conducted through techniques, interviews and documentation. Techniques of data analysis done by collection, the data reduction, and data Serving the data.
The results of this study indicate that there are some obstacles in the implementation of teacher certification policies Elementary School 037 in the city of Pekanbaru. Factors affecting the constraints in seeing the success of policy implementation teacher certification is a limited time and resources of the executive, as well as the desire for uniformity in the work of teachers, teachers who are already certified competence has not increased significantly, because this affects the learning process of teachers especially with regard to their professional ability as a teacher, teacher creativity in elementary school in the city of Pekanbaru is low, because the teachers lacked the new innovation in teaching and learning, not yet mastered the learning theory and principles of educational learning, including the use of methods and instructional media . This leads to weakness in the preparation of lesson plans on subjects cultivated.
