This kind of program is one of independent community empowerment national program which gives capital stimulus to fishing based on the potential fishery resources. The purpose of the program is to establish the sources of income expectation enable to increase the fishermen’s welfare in small scale of the group (Kelompok Usaha Bersama/KUB). This program helps the fishermen of Pasir Limau Kapas District in increasing fish catches. In the contrary, this program hasn’t been managed well by fishermen themselves, as we know that not every fisherman involved in the program experienced the same value of benefit from the program. Description of the contents aspects of this policy is not accompanied by guidance to group of fishermen to the maximum and lacked in human resources, infrastructure, adequate funding; information aspects showed that this group of fishermen didn’t have information sources to manage the accommodation given; supporting aspects indicated that officer provided from the government are less active in providing counseling/information and accompaniment; and division potential aspects indicated that this program hasn’t been followed explication for authoriz ed use of aid so accommodation provided can’t be experienced well by all of the member of the fishermen groups because the accommodation given hasn’t been organized expressly.
