Handling the problem of hygiene in Dumai City set at Work Unit Department of City Planning, Hygiene and Landscaping of Dumai City to the duties and functions as stipulated in DumaiMayor Regulation No. 22 Year 2008. Government programs such as hygiene programs carried by Department of City Planning, Hygiene and Landscaping of Dumai City is in need of contributions from the community one of which is in the form of community participation. It is very necessary in order to support the success of the program hygiene. In fact public participation in the hygiene program of Department of City Planning , Hygiene and Landscaping of Dumai City still encountered symptoms of the problem are still many scattered rubbish, discarded at will although already provided waste disposal while some locations and vats where garbage collection environment society into the operational area of City Planning, Sanitation and Dumai based observations while writers in the field.This study is intended to answer the question of how public participation in the implementation of the hygiene program of Department of City Planning , Hygiene and Landscaping of Dumai City. The study sample consisted of families which are in the District of Dumai Kota and East Dumai are found the phenomenon of research problems. Data were collected by questionnaire ( questionnaire ) and documentation, then analyzed quantitatively. The results of this study are: 1) Descriptive community participation phase of the program implementation of hygiene program of Department of City Planning , Hygiene and Landscaping of Dumai City high with a percentage of 64%. Then responder on the implementation of the hygiene program by the Department of City Planning, Hygiene and Landscaping of Dumai City in waste management is also good with a percentage of 67 %. Furthermore, community participation with high category also had a good response on the implementation of the majority in the implementation of the waste management program of Department of City Planning, Hygiene and Landscaping of Dumai City, and 2) The quantitative analysis shows that the implementation of the community participation in the implementation of the waste management program of City Planning, Sanitation and Dumai has a positive and significant impact on the implementation of the waste management program of City Planning, Hygiene and Dumai. In this test has proved that the hypothesis can be accepted. The conclusion of this hypothesis is accepted community participation in the implementation of the waste management program of Department of City Planning, Hygiene and Landscaping of Dumai City will affect the elements of the implementation of the waste management program of Department of City Planning, Hygiene and Landscaping of Dumai City.
