This research to know the motivation of people in the distribution of rice for the poor (Raskin) in the Village of Bagan Hulu subdistrict Bangko Rokan Hilir and To determine the cause of the motivation of people in the distribution of rice for the poor (Raskin) in the Village of Bagan Hulu subdistrict Bangko Rokan Hilir. This study uses descriptive qualitative approach, in a qualitative study of man is as a source of primary data and research results in the form of words or statements in accordance with the actual circumstances (natural). This is in accordance with the opinion of Denzin and Lincoln say that qualitative research is research that uses naturalbackground, with the intention of interpreting phenomena and carried by road involving a variety of methods.
Based on the survey results revealed that the implementation of the distribution of Raskin in the village of Bagan Hulu shows its implementation is still not optimal, but people still have a high motivation to get the Raskin. Motivational factors that cause people to take Raskin, among others: 1. Factors food needs, that their fishing communities earn income from fishing, while demand for rice so they need while they do not produce it, so that the Raskin program is to get them into the spirit of this rice, 2. Factors security, maintain a stock of peceklik future for the fishermen they urgently need food security, because they get what they need from the government, they are trying to obtain, 3. social factors, the food needs to be the standard for the welfare of fishing communities in Chart villages upstream, because they can meet the food needs means that they have a prosperous
