This research aims to know about (1) The influence of the board's knowledge on the supervision of local finance, (2) the influence of public accountability on the relationship of council knowledge with the supervision of regional finance (3) the influence of public policy transparency on the knowledge relationship of the council ) With local financial oversight (APBD) (4) the influence of community participation on knowledge of the council (DPRD) with local financial oversight (APBD). The method used in this study is the method of multiple regression analysis with the help of SPSS statistical software. The study sample is a board member in Kampar district. This research is conducted to find out whether the accountability, public participation, and transparency of public policy as a moderator of the relationship between the council's knowledge and the supervision of regional finances (APBD). The results of this study indicate that the knowledge of the council has an effect on the supervision of regional finances with a sig value of 0.010 0,05, council knowledge influence to oversight of local finance which moderated by transparency of public policy with sig value 0,022
