Based on this understanding, the thesis is to formulate two formulation of the problem, namely: First, How duties, functions and authority of the Regional Representatives Council in Article 22D of the Act of 1945? Secondly, How The existence of the Regional Representative Council (DPD) Regional dalamPemekaran Under the Constitution of 1945 section 22D?
The method of this study, First, this type of research is normative law and the method of data collection in the form of research literature that secondary legal data consisting of primary legal materials, secondary and tertiary. Second, the data collection techniques used in this research is the study of literature, after the data collected was then analyzed the data generating qualitative descriptive. Furthermore, the authors draw conclusions in this study by using the method of deductive thinking, which analyzes the problems of the general form to a specific shape.
From the research problem, there are two main things that can disumpulkan, First,. Seeing functions and authority vested in the Regional Representative Council today often considered weak and ineffective in the political process in parliament. This is because it is constitutionally given role is not as expected in the other rooms offset role of the Regional Representatives Council. Without a structure that can address the challenges facing today, DPD will face many obstacles in fighting for the interests of the represented regions and carry out various functions to be implemented.
