Pekanbaru City Regional Regulation No. 7 of 2012 on Building Permits Mendirkan Article 74 explains that each activity set up , change / replace the harness and dismantle buildings in the city of Pekanbaru must have the permission of the Mayor or designated technical officer . However , along the way there's also problems associated with obtaining a building permit ( IMB ) at the Department of Spatial Planning and Buildings City of Pekanbaru . Stories or experiences of the public as users of the service complained licensing to services that have been provided. Community has long complained of the implementation of the Management of the Building Permit Department of Spatial Planning and Building in Pekanbaru , he felt very far from expectations . The purpose of this thesis to determine the implementation of the maintenance building permit at the Office of Spatial Planning and Building in 2012 by the city of Pekanbaru Pekanbaru City Regional Regulation No. 7 of 2012 on Building Permits Mendirkan , constraints in the implementation of the maintenance building permit at the Office of Spatial Planning and City Building Pekanbaru in 2012 and to know the efforts that need to be done in improving the management of building permit services . This is the type of research because it describes the socio-juridical legal issue in the implementation of the maintenance building permit at the Office of Spatial Planning and Building Pekanbaru Pekanbaru City Under Regulation No. 7 of 2012 . Population and sample in this study is the Head of Department of Spatial Planning and Building in Pekanbaru , people who have been dealing with construction permits . Source of data used primary data and secondary data collection techniques in this study with observations , questionnaires and interviews . From the results of this study concluded , the implementation of the maintenance building permit at the Office of Spatial Planning and Building Pekanbaru City in 2012 conducted by Regional Regulation No. 7 of 2012 Pekanbaru on Building Permits . Constraints in the implementation of the maintenance building permit in 2012 is Pekanbaru City Regional Regulation No. 7 of 2012 can not be implemented properly by the authorities . Municipal police as Law Enforcement Agencies Regulation has not been functioning optimally. Ineffectiveness of sanctions for people who violate , no clarity of information , and lack of public pahamnya as the applicant meets the licensing requirements document . Efforts need to be done in improving the management of the service building permit at the Office of Spatial Planning and building the city of Pekanbaru is the authorities in order to implement the Regional Regulation No. 7 of 2012 Pekanbaru well , improving facilities and infrastructure maintenance services Building Permit , boost morale together , facilitate the public to gain access to information and people in the building permit application completes all requirements specified .
