Implementasi Peraturan Daerah Kota Pekanbaru Nomor 08 Tahun 2014 tentang Pengelolaan Sampah (Studi tentang Forum Masyarakat Peduli SampahTahun 2016/2017)

This research is motivated by not yet optimal role of Forum Masayrakat Peduli Sampah in Pekanbaru city. Sanitation and Town Planning Office of Pekanbaru has not been optimally implemented by Pekanbaru Regulation no. 8 year 2014, especially Article 40. Therefore, the researcher wants to study the implementation and inhibiting the application of Article 40 of Regulation no. 8 Pekanbaru City. The method used in this research includes qualitative and quantitative research with descriptive approach, where the sample of research is 74 people, where 16 people as informants, and 58 people as respondents.

Based on the result of the research, that: (1) the implementation of Pekanbaru City Regulation No. 08 of 2014 on Waste Management is a guideline or basis for handling waste by Sanitation Department and Pekanbaru City Park, but for article 40 has not been implemented because the community forum is still limited RW, ie LKM-RW. Where the LKM-RW is only tasked to quote the garbage levy, not seek and provide solutions in handling waste problems as listed in pasa 40 Pekanbaru City Regulations No. 08 of 2014 on Community Forum for Waste Care; (2) Inhibiting factors in the implementation of article 40 of Pekanbaru City Regulation No. 08 of 2014 on Community Forum for Garbage Concern is the absence of socialization of regulations by the Head of Department, the secretary of the Department to employees or Fields and Subdivisions in the Sanitation and Sanitation Office of Pekanbaru City, as well as the community. There has been an attempt by the Dinas to establish a Community Waste Care Forum before, but the realization has not been there yet. When viewed from research indicators, the inhibiting factor of implementation is the policy content factor. The content factors of the policy are not known to all employees clearly, especially regarding the waste of community forums. The supporting factor is the impact of policy ignorance in the community forum on waste, so there is no good support.
