The purpose of this study was to knowing the implementation and obstacles or constraints of FKPM in maintaining security and order, and analyzing people's perception on FKPM in maintaining security and public order in the area of Bukit Raya Sector Police.
The type of the research is qualitative descriptive by describing and analyzing various data collected through interviews and field observation. Informants in this study FKPM board represented by chairman or member, Bhabinkamtibmas officer and also community leaders.
The survey results revealed that 1). The implementation of FKPM in maintaining security and public order in Bukit Raya Sector Police Region starts from the involvement of members in planning the activities, organizing the activities, doing various social actions in solving the problems of security and public order, participating in social action outside the official agenda of FKPM, supervision or evaluation of FKPM activities outside of direct supervision conducted by the leadership through an independent budget. The obstacles faced by FKPM in carrying out their duties limited knowledge due to the level of education and also theabsence of incentives for members in overcoming the problems. 2). Public perception towards FKPM in maintaining security and public order mostly good view seen from FKPM activity in the middle of society, FKPM reaction in responding report of disturbance from society and giving priority to deliberation path in overcoming problem without harm between party involved problem.
