The making of the Four Wheel Vehicle Driving License (Sim A) in Satlantas is increasingly declining year, it is known that the service of making license permit (SIM A) is not in accordance with Satndar Operational Procedure, so it has delayed the completion of the sim-making. The purpose of this research is to know the service given by Satlantas Polresta Pekanbaru in the making of Letter of Permit (SIM A) and to know the factors that influence the service delivery given by Satlantas Polresta Pekanbaru in the making of Permit of Driving (SIM A).
The type and method of research used is descriptive research type, which is interpreted as a problem-solving process in the investigation by describing or describing the state of the subject or object of research at the present moment based on facts that appear or as it is. In the data collection the authors conducted in-depth interviews and tracing various documents and archives Satlantas Polresta Pekanbaru in the manufacture of license to drive (SIM A).
The result of the research shows that the service of making permission to raise (SIM A) by stipulating SOP in not yet completion of the making of license License (SIM A) which has not been seen in optimum service achievement, this Satlantas Polresta Pekanbaru still slow in giving service due to lack of amount Employees in providing services and lack of available facilities so that the services provided are not timely, to the community in the making of the license to drive (SIM A).
