Breastfeeding special room is one of the government programs to increase Exclusive breastfeeding and to support high maternal mobility. Provision of Breastfeeding Special Room program is written in Riau Governor Regulation No. 109 of 2015. The regulation affirms that the government provides protection to mothers in providing exclusive breastfeeding to their baby and enhances the roles and support of families, communities, Provincial Governments and the private sector to exclusive breastfeeding.
The concept of theory that the author uses is policy and policy implementation. And the theory used is Van Meter and Van Horn theory with six variables that are standard and target of policy, resource, communication between organization and target of activity, characteristic of implementing agent, social condition, economy, politics, disposition of imlpementor. This research uses qualitative research methods with descriptive data assessment. In data collection, the authors use interviews, observation and documentation. By using Purposive Sampling as the source of information.
The results of this study indicate that the implementation of Riau Governor's Regulation number 109 Year 2015 About Provision of Special Space Provision Breastfeeding this implementation has not run optimally, especially in public facilities in Pekanbaru City. such as hotels and inns, recreation areas, land transportation terminals, seaports, shopping centers, sports venues and so forth. Factors that impede the implementation of Riau Governor's Regulation number 109 of 2015 on the Provision of Special Breeding Room Provision in Public Facilities in Pekanbaru City is the lack of clarity of information by the implementor to the implementer of the policy and the lack of supervision by the relevant agencies.
