This study aims to determine the structure and performance of tailoring industry and manufacture of clothes to order in the city of Dumai. This research method is quantitative descriptive. The population in this study were a total of 19 business units. The data used comes from primary data and secondary data obtained from BPS and the Department of Industry and Trade of the city of Dumai and then data directly from respondents in the Tailoring and Manufacture of Clothes Industry to Order. The analytical tool used in this study is Market Share, Concentration Ratio, Herfiendhal-Hircsman Index and Cost Margin. This study has shown that the calculation of the range of CR4 and IHH in the market structure of Tailoring and Manufacture of Clothes to Order in Dumai City is a monopolistic market structure with a CR4 value of 36.23% and an IHH of 645.33%. Industry performance can be seen from the PCM obtained an average of 49.95%. With the largest PCM is 73.19% but the largest PCM does not become the largest market share (MS) it can be concluded that profits do not come from controlling market share. Does not guarantee a business that has a market share will have a large profit as well.
