The problem in this research is management of village funds to evaint in order to the prosperity of public in acticipating was not optimal because development the relovation of clean water was not optimal in evercoming resolve drought in society and welfare population there has been no improvement. The purpose of this research is to analyze community empowerment in the fulfillment of clean water and to analyze community empowerment in order to increase in the field village owned enterprise. Research methods of used thas is qualitative methods by tipe explorative research. The object of research is in Liangkobhori Village, Bolo and Kondongia Loghia District Muna Southeast Sulawesi Province. The result of this study describe that process management of village funds influential in determining community empowerment, empowerment within fulfillment of clean water already running smoothy and effort of empower improving income must be well implemented increase a more decent living standard. Therefore, to improve people welfare to guide development in form better. Condusion in this research that is village fund management process as been accordance with government regulation, contruction of rain water reservois very helpful to the community in the fulfillment of clean water although there are still people who can’t yet use because to the conditions of that house is still using leaf roofs and implementation provision of help to village owned enterprise very helpful to the community in improving income with enterprenership.
