Analisis Belanja Daerah Provinsi Riau Periode 2007-2018

This study aims to find out and describe the effectiveness of the budget and realization of Riau Province's regional expenditures from 2007 to 2018 and to know and describe the allocation and proportion of regional expenditure structures in Riau Province 2007 to 2018. Using time series data from regional expenditure realization, regional expenditure budgets and realization regional expenditure structure of Riau Province from 2007 to 2018 the method analysis is descriptive and quantitative.
The results of this study illustrate the lack of management from the allocation of the regional expenditure structure of Riau Province in 2007-2018 especially in direct expenditure, capital expenditure, education expenditure and health expenditure. As a result of the suboptimal allocation of the regional expenditure structure, it has an impact on slowing economic growth in Riau Province, the slow decline in the number of poor people, and the slow increase in the Human Development Index (HDI) in Riau Province. The ineffectiveness of regional spending in Riau Province illustrates the lack of planning in determining the regional expenditure budget. The low level of effectiveness in regional spending can be caused by several factors. The first factor that causes the low level of effectiveness of regional spending is that the planned program has not yet been implemented so that the budget for the program cannot be used yet. The second factor is the high level of efficiency in regional expenditure so that the regional government can reduce regional expenditure and reduce budget waste. In other words the government succeeded in using its regional expenditure efficiently without any waste of regional expenditure. The third factor is the low ability of regional governments to realize their regional spending. This lack of capacity of the government is caused by several factors such as legal factors such as frequent changes in regulations, administrative factors such as limited human resources, macro-economic factors such as inflation and rising fuel prices and political factors.
